The confusion over this topic is because of this verse:
Acts 2:27: KJV
"Because thou wilt not leave my soul in hell, neither wilt thou suffer thine Holy One to see corruption."
This is a bad translation in the King James Version. Almost every other version uses the terms Sheol, the grave, or Hades.
The easiest and quickest answer to this is to remember what Jesus said to the thief on the cross:
And He said to him, "Truly I say to you, today you shall be with Me in Paradise." Luke 23:43
Jesus and the converted thief were headed to Paradise and not hell.

Jesus did go down to hell to get the keys but he also went down there to release and bring back the old testiment saints from Adam and Eve clear through to His death. There was a place in the middle of the earth kinda along side hell called Abraham's Bosom. Any studied Jew would know what i am refering to. They had a tradition that this is where the Saints went. Jesus going down there is part of Him setting the captives free. He took them up to heaven with Him. Thats where you get people reading the scripture that says No one has been to heaven but the Father and the Son of Man. Whole churches now teach that there is no one in heaven because of this one scripture not understanding that it was only before Jesus died that heaven was empty of people. After His death the old Test. people were taken to heaven. Here is a scripture : Luke 16:22-26 And it came to pass, that the beggar died, and was carried by the angels into Abraham's bosom: the rich man also died, and was buried; And in hell he lift up his eyes, being in torments, and seeth Abraham afar off, and Lazarus in his bosom. And he cried and said, Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue; for I am tormented in this flame. But Abraham said, Son, remember that thou in thy lifetime receivedst thy good things, and likewise Lazarus evil things: but now he is comforted, and thou art tormented. And beside all this, between us and you there is a great gulf fixed: so that they which would pass from hence to you cannot; neither can they pass to us, that would come from thence.

Luke 23:42-43 (English-NIV) 42 Then he said, "Jesus, remember me when you come into your kingdom." 43 Jesus answered him, "I tell you the truth, today you will be with me in paradise."
Paradise is not Heaven, it was Abraham's bosom at this point.
Matthew 12:40 (English-NIV) For as Jonah was three days and three nights in the belly of a huge fish, so the Son of Man will be three days and three nights in the heart of the earth.
Ephesians 4:9 (English-NIV) 8 This is why it says: "When he ascended on high, he led captives in his train and gave gifts to men." 9 (What does "he ascended" mean except that he also descended to the lower, earthly regions ? 10 He who descended is the very one who ascended higher than all the heavens, in order to fill the whole universe.
Scripture about Keys: Revelation 1:18 (English-NIV) 17 When I saw him, I fell at his feet as though dead. Then he placed his right hand on me and said: "Do not be afraid. I am the First and the Last. 18 I am the Living One; I was dead, and behold I am alive for ever and ever! And I hold the keys of death and Hades.
These scriptures indicate that Jesus was dead and is now alive, he also has the Keys of death and hell.
In Ezekiel 26:20 (English-NIV) it says: then I will bring you down with those who go down to the pit, to the people of long ago. I will make you dwell in the earth below, as in ancient ruins, with those who go down to the pit, and you will not return or take your place in the land of the living.
This verse is restating that their are people from long ago that are in a pit in the earth. This is where the saints of old went waiting on Jesus.

Perry Stone has very detailed teaching on this topic. Just went to see him this weekend in person and there is alot going on over in Israel we need to be paying attention to. He is a great source if you like info on the coming rapture, government cover-ups or the moving of the Spirit :)
